If value is the priority, a holiday is the wrong day to go. A normal weekday afternoon with Early Dine running will cost meaningfully less for the same food.
It is also worth thinking about what a holiday visit is actually for. If the point is a family occasion, the extra cost and the wait are part of the deal and worth accepting cheerfully. If the point is a good steak dinner, moving it to the following Tuesday gets you the same food, a quieter room, a shorter wait and a lower bill.

Two included sides, $2.99 side pricing, free unlimited bread, and the fact that larger steaks cost less per ounce than smaller ones — all of that is true on a holiday and true on a wet Wednesday.
